For experienced IT specialists and architects in Finland, becoming an independent consultant is an attractive option. The first question when joining a partner network or meeting a direct customer is often: “What is your hourly rate?”

If you pick a figure without doing the maths, your company may end up making a loss—or you may earn less than you did as an employee.

1. How many billable hours are there really in a year?

There are approximately 252 working days in a year (1,890 hours). A freelancer cannot bill for all of that time. Deduct the essentials:

  • Annual leave: 25 days (5 weeks) = −187.5 hours
  • Public holidays: approximately 10 days = −75 hours
  • Sick leave reserve: 5 days = −37.5 hours
  • Training and certifications: 7 days = −52.5 hours
  • Administration, sales and accounting: approximately 10–15% of your time

A realistic annual billable total for a full-time consultant is typically 1,250–1,450 hours (a 70–80% utilisation rate).

2. What costs does the company have?

As a freelancer, your company has fixed and variable costs that must be covered before you pay yourself:

  • Entrepreneur’s pension insurance: statutory cover based on the entrepreneur’s confirmed income (typically €6,000–€12,000 per year).
  • Accounting: approximately €100–€180 per month, or €1,500–€2,200 per year.
  • Equipment and licences: computer, displays, phone, Microsoft 365, development tools and GitHub, approximately €3,000–€5,000 per year.
  • Professional liability insurance: consultant’s liability and legal expenses cover, approximately €800–€1,500 per year.
  • Training and certification exams: approximately €1,000–€2,000 per year.

3. The minimum hourly rate formula

The formula is simple:

Minimum hourly rate = (Target gross salary + employer costs + fixed costs + company reserve) / annual billable hours

Example:

  • Target gross income: €75,000 per year (a good senior-level salary)
  • Company costs, pension insurance and insurance: €22,000 per year
  • Company reserve for gaps between assignments: €15,000
  • Total cash requirement: €112,000 per year
  • Billable hours: 1,350 per year

The absolute minimum hourly rate is therefore €112,000 / 1,350 hours = €83/hour (plus VAT).

Market rates and pricing range

In the Finnish market, assignments for senior Azure architects and cloud specialists typically fall between €85 and €125/hour (plus VAT). The exact rate depends on the length and criticality of the assignment and whether the work is sold directly to the customer or through a consultancy.
